Leadership positions, executive appointments, and judicial nominations are subject to review, confirmation, or rejection by the Senate, ensuring meaningful checks and balances within the organization.

Composition and Terms
- The Senate is composed of 100 senators, representing Iran’s 33 provinces (three senators per province).
- Senators are elected by popular vote by Iranian citizens over the age of 18, with a candidate eligibility age of 30.
- Senators typically serve three-year terms under the interim system described on the NIC site, although the full draft constitution proposes nine-year terms with staggered renewal in a more permanent system.
Leadership and Workflow
- A group of seven Senate Leadership members guides the Senate’s agenda, manages discussions, and coordinates legislative priorities.
- When a bill or policy proposal is introduced, it is usually referred to a Senate committee. That committee thoroughly examines, debates, and amends the proposal before recommending it to the full Senate for a vote.
Decision-Making Process
- Once a committee approves a bill, the full Senate votes on it.
- A bill becomes part of the NIC’s legislative output only after receiving the necessary votes in both the Senate and the House of Representatives (together forming Congress), and then final approval as outlined in the NIC’s constitutional model.

The Executive Cabinet is one of the three core branches of the National Iranian Congress (NIC) and serves as the organization’s executive authority. Its primary responsibility is to implement and enforce the laws, policies, and regulations adopted by the NIC Senate, ensuring that legislative decisions are translated into effective action.

The Executive Cabinet is responsible for:
- Executing laws and resolutions passed by the Senate
- Managing the day-to-day operations of the NIC
- Coordinating national and international initiatives in line with NIC policy
- Overseeing administrative, strategic, and policy implementation functions across the organization
Through its actions, the Executive Branch ensures continuity, accountability, and effective governance within the NIC framework.
Composition and Appointment Process
The Executive Cabinet is composed of fifteen members and is led by the Secretary General, who serves as the chief executive officer of the National Iranian Congress.
- The Secretary General is appointed by the NIC Senate for a three-year term, reinforcing democratic oversight and legislative accountability.
- Upon appointment, the Secretary General nominates fourteen Secretaries, each responsible for a defined policy or administrative portfolio.
- These nominees are presented to the Senate leadership and are appointed only after receiving Senate approval, ensuring transparency, merit-based selection, and institutional checks and balances.

The Judicial Branch is one of the three foundational branches of the National Iranian Congress (NIC) and serves as the guardian of law, justice, and constitutional integrity within the organization. Its primary role is to ensure that all actions taken by the legislative and executive branches comply with the NIC’s governing principles, laws, and constitutional framework.
Role and Responsibilities
The Judicial Branch is responsible for:
- Interpreting the laws and regulations adopted by the NIC Senate
- Adjudicating disputes arising within the NIC’s institutional structure
- Reviewing actions of the Executive Cabinet to ensure legality and due process
- Upholding the rule of law and protecting organizational rights and responsibilities
Through these functions, the Judiciary provides an independent mechanism for accountability, fairness, and lawful governance.
